The Newton, Halstead and Hesston school districts in Harvey
County have united in a cooperative effort to provide
special services for children age birth to 21 years. There
is no charge for services.
The cooperative uses a continuum of service levels from
total, regular-education integration to placement in a
separate facility. Community-based training is an integral
part of services for children who are moderately or severely
disabled.
The cooperative offers the following support services:
- Adapted Physical Educators
- Audiologist
- Occupational Therapist
- Physical Therapists
- School Psychologists
- Social Workers
- Special Education Nurse
- Speech and language pathologists
- Consultant service for children who are visually or hearing impaired.
Specialists who work in the cooperative are certified and/or
licensed, experienced and highly skilled in their respective
areas of specialization.
Approximately 5400 students are served by the three
districts who participate in the cooperative. Over 700
students with disabilities, ages 0-21, receive services
through the cooperative.

The Extended Learning Program provides gifted services for
identified students at Newton High School. Since programs
for students with high ability are offered through special
education, a student must be found eligible or "qualify". In
order to be eligible for special education services,
information collected from a variety of assessments must
indicate that the student (1) is a child with giftedness,
and, (2) has a demonstrated need for special education
services.
Each gifted student has an
Individual Education Plan (IEP) that outlines the services
to be provided. Services may include extensions to the
general curriculum, acceleration, and assistance with career
and/or college planning. Several academic competitions are
also sponsored by ELP. These are generally available to all
interested students and may include: Model United Nations,
Future Problem Solving, Science Olympiad, Knowledge Master,
and Math Day.
Community Aide: Students interested in
serving as aides should contact area schools for information
about openings. Applications may be obtained in the student
service office. Both administration and area school
administrator must grant approval.
